Le CEPMC est une confédération européenne d'organisations nationales "parapluie". Un membre-type du CEPMC rassemble un grand nombre d'associations nationales qui, ensemble, couvrent tous les types de matériaux et produits de construction, qu'ils soient composés de minerai, bois, plastique ou métal. Fondé en 1988, le CEPMC est une AISBL, association internationale sans but lucratif, sous couvert de la loi belge.
Le CEPMC représente les intérêts de ses Membres au niveau européen et traite principalement des questions horizontales. Celles-ci peuvent varier, mais de manière courante impliquent la mise en oeuvre de la Directive des Produits de Construction, la protection contre le feu dans la construction, l'environnement et les matières premières. Il assure les contacts de ses Membres avec les institutions européennes gouvernementales, ainsi qu'avec d'autres associations de l'industrie de la construction: architectes, entrepreneurs, promoteurs, etc. Il assure également la liaison avec les associations sectorielles européennes de matériaux de construction, qui ont pour la plupart rejoint le CEPMC en tant que Membres Associés.
Le CEPMC suit les mesures législatives, administratives et économiques européennes qui touchent aux matériaux et produits de construction et s'assure, autant que possible, que les intérêts de l'industrie soient pris en considération. A cette fin, le CEPMC tente d'obtenir de ses Membres des points de vue consensuels sur les questions pan-européennes importantes.
